Mongabay combined Compesa schedules with 2022 census data and found water access divided by race, gender, income and postcode. This defines the event’s scope and prevents a partial signal from becoming a broader claim than the evidence supports.

Among 311 locations, 236 had chronic cuts; predominantly Black and mixed-race Ibura received only 91 hours each month. The figure needs a source, cutoff date and unit so later comparisons do not combine different categories.

Brazil’s regulator treats six-hour interruptions as intermittent and benchmarks more than 18 hours daily, or 540 monthly. Distribution matters because communities, companies and authorities do not carry the same costs, benefits or risk.

Wealthy Boa Viagem, Apipucos and Espinheiro exceed 700 hours while peripheral households face dry taps and bottled-water costs. The causal mechanism needs independent records; timing or geographic overlap alone cannot establish full responsibility.

Many underserved districts are also R3 or R4 flood and landslide zones, combining scarcity with contaminated excess water. A credible response requires transparency, participation and public controls that verify commitments rather than announcements.

Pernambuco has just 3.6% of Brazil’s average per-capita water availability, but physical scarcity alone cannot explain social distribution. Implementation depends on budgets, staff, infrastructure and coordination; without them, rules and promises remain nominal.

A partial concession promises investment across 151 municipalities; enforceable schedules and targets for hillsides and peripheries remain decisive. Future reporting should measure verifiable environmental and social outcomes, disclose failures and adjust policy when indicators stall.
