The first phase is designed for 2,200 litres per second and potable water for nearly one million people in Playas de Rosarito and Tijuana. It diversifies supply away from the Colorado River, but costs, power use, seawater intake and brine discharge must be transparent.
The 2026 National Reforestation Day began in the state with 300 native plants in the El Rosario ejido. The announced target is 125,559 plants in La Paz and Comondú, but impact will depend on survival, maintenance and follow-up.
